I think the intent is to give the flying pilot a chance to remember to transfer some fuel as the mains get low if the non-flying pilot is too busy playing with the FLIR he's not yet qualified to use.

Anytime either tank drops under 1000 - reminder to transfer fuel for me. Worked great so far.

I'd still put my money on the fact that their was no money to update that part of the software.
