First the disclaimer: It's been a while, so things might have changed but...
I think there's some confusion on what kind of TAD you are. Historically, after getting commissioned at a ROTC unit, you're stashed there, and the orders specify TAD. However, when you sign your paperwork the day after commissioning, you start the process for getting all the pay set up, to include BAH. So while TAD, you won't necessarily be paid TDY. Instead, you'll earn your normal salary and BAH for the unit's zip code.
Now, when transferring to Schools Command, you may still be TAD (depending on if you don't have follow on orders...which is the new thing since I've been through) so you'll still earn BAH, but most likely from your unit's zip instead of from NPA. As for getting per diem, most likely not while at your unit, but from what I've seen here, you may get it once at NASC.
Others can correct me who've gone through more recently, but you pretty much have to have some sort of home of record/indoc location so they can pay you what you're entitled. Generally, that's your ROTC unit. (and no, by home of record, I don't mean the official one, so no need to correct me on that part. I just mean a place to start your service).
