I guess as someone who has had property taken from him, and had my civil liberties limited without a trial, shit like that really pisses me off.

While the INTENT is to curb street racing, what is to keep a cop who is in a pissy mood from saying you were street racing when you were just speeding, and you lose your car? Not all cops are bad, but not all cops are perfectly honest either.
