Yeah that seems about normal, the Russians and the Chinese hooking up on arms trades. Those fighters were being negotiated in late 2006 (Sinodefence). That carrier will more than likely be more of a regional piece of equipment rather than made for long range power projection. Taiwan could use some of those things they were supposed to get in 2001.

Chinese Carrier
Make sure it isn't the floating amusement park, some time back there was a lot of freaking out when it appear that they Chinese had a Nimitz class carrier but it was in the middle of a lake, turned out they built a Nimitz sized ship that inside was an amusement park.
Also the Chinese have lately thrown a lot of designs up in shipyards just to make sure they are photographed to intimidated the Taiwanese.
