Closed field ops generally require prior coordination, but aren't a big deal. Probably 80% of the airfields in the country are uncontrolled. Whiting is probably just averse to them because of the precedent--if they get in the habit, the tenant units would closed-field request the shit out of them. That's why there are -57s and -34s at PNS all the time.
