Just to do a little forum grave-digging...
Went down and talked to my coastie recruiter this morning. She says the have a new OCS program whereby you enter as an aviator, or something to that extent. 'Guaranteed flight training' essentially. Asked her about the CSPI program as well - functions much like BDCP. They pay you as an e-3 (I think), starting sophmore year. Supposedly it'll help get you into OCS.
I'll have to contact the recruiter in Daytona Beach once I'm down there (Embry-Riddle student) to get signed up for it. Have to be enrolled in a "4-year university with at least a 25% minority population." I don't know about any other coastie programs that lead to flight training (someone mentioned skipping flight school altogether (and what fun is it if you don't get to do the helo dunker?)).
She said nothing about a required tour at sea or anything else. Just a 17-week OCS and then flight school at Pensacola.
