let me see if the facts are as follows, you are currently enlisted and working towards completing your degree, which is awesome by the way! Your EAOS is what about 14 months away and you do not intend on re-enlisting/ PTS looks bleek? sorry career waypoint, same difference. As a Sailor who not eight months ago was enlisted, got selected to OCS last december (With a projected GRAD date on Application, no degree in hand), classed up in May and graduated in August, I may be able to point you in the right direction.
You most certainly should be putting together your package, i do not say kit, because kit is most commonly a recruiter reference, which is not who you should be going through. Your CCC and further more you chain of command should be assisting you, thats how you get selected from the Active Duty side, not through a recruiter, but through the guidance provided in the 1420.1b. Though I will say that a Recruiter, a good recruiter, can be worth their weight in gold for general package questions and helping to find officers to lend a hand appraising your package. But the bulk is on you and the CCC to complete and submit with your CO's endorsement. The conditional release happens once selected and honestly at OCS for some.

NRC kicked back several AD applications from people here recently who did not have degree in hand, some probably have slipped by the processors as nearly all the applications they deal with are those not on AD.
NRC will often kick back applications if dates are not going to be within 6 months of the board, not saying that everything could be ready to go and a smart person would do that.
