Here's always what I have considered the distinction to be between IW and Intel officers...
As you may or may not know, there are many different types of Intelligence: HUMINT, IMINT, SIGINT, MASINT, to rattle some off from the top of my head. An INTEL officer has a familiarity with all of these. Consider them a jack of all trades but master of none.
An IW officer is supposed to be a specialist in SIGINT. But in reality we know a little bit about everything else (alot like an Intel officer.) So consider IW officers to be a jack of all trades, but master of 1.
So that's the difference. I would suspect an Intel officer would see things a little differently (I work with alot of them) and I hope you can see my bias, it's fairly obvious.
Oh, and Intel officers generally have a higher opinion of themselves. Us IW types tend to be a bit more humble. Ha!
