That's one that I believe depends on the servicing PSD when you get to Oceana. If it's for a few weeks, you should be good, but check with them to get an actual time period. Most DK's know that having to take money away just to give it right back can screw something up and cause more work for them, so if they know that you're staying in the Q temporarily while you get settled, you'll be okay.

hmmm?

very strange word I'm getting here.
I've always believed what bennett and steve w are saying are true, BUT Marines have been getting DLA (not in advance) even though they are living in family housing. (When moving from TBS for API). I'm not sure if it's pertains only to family housing or not, but the dispersion office at MATSG is saying these Marines rate DLA. (they even called admin to make sure we got it) This conflicts what the admin guru's are saying, so the few of us in family housing (who all recieved DLA) are holding back on buying those diamond studded ipods.

DLA is not limited to once a year
that is bad gouge that everyone seems to propagate.

/gotten DLA twice a year before... know people who have gotten it 3 times

edit: to get a certificate of non-availability, just go into the q and ask for one... dont ask if they have any slots. just tell them you have a lease and want one. the clerks behind the counter don't care one way or the other. when you get out of some gay flight-school related command, that certificate isn't even required since you're an officer.

They can make a second DLA payment but PSD has to do a message called a SECNAVFIND

As far as the Marines getting the DLA and living in government quarters during API, I've tried to clarify this. It doesn't matter where you live during API because API is not a permanent duty station. But if they move into government housing during Primary, then they will lose that money because Primary is a permanent duty station. HOWEVER, some married sailors (I can't speak for the Marines on this), have their orders cut in such a way that their accounting code for API is changed to a permanent duty accounting code. These guys should be the ones with follow on orders to Milton. The Navy cuts their orders this way so that they can get all of their PCS allowances before API instead of having to go back for their families after API.

And check out the Creative Zen Micro instead of the Ipod. Better reviews, same storage capacity, FM tuner, recorder, organizer, and about $20 less.

Okay, got a friend who is a military pay specialist (civvie equivalent of a DKC) getting me the exact instruction for this but her over the phone info was that if orders say you get DLA, you get DLA regardless of what anyone says or whether or not you take military housing. If you PCS more than once per year, orders need to state you get DLA a 2nd (or more) time but it is available more than once per year. BTW, even people who move into an area (such as moving fr API to Oceana) get DLA at their paygrade rate, if they apply for housing & are put on the waiting list, when they finally get housing, they get partial DLA to the tune of approximately $525 so housing is definitely not a deal breaker on DLA.

Okay, I looked up the JFTR to find the actual instruction to reference and I found I was wrong about the married people. Apparently married people get the DLA whether they move into govt housing or not, so I don't understand why PSD makes married people sign a form saying that they understand that DLA will have to be repaid if they move into govt housing.

However, single guys do lose their entitlement if they move into govt quarters.

I don't think I screwed anyone over with my bad info, but if you're married and moved into govt quarters, go see PSD and make sure you get your DLA.

Here are a couple of links that will help answer any other questions. One is a short FAQ page at DFAS website and the second is the link to the JFTR. DLA is covered in Chapter 5, section G.

Glad this all came up - there is a **** storm brewing in Corpus right now about DLA for people coming from P'cola to here for primary. They were telling us that we were not entitled to it because API was just TAD ... then we were but only if you were stashed at your (station before API) unit. PSD here is meeting to decide if they are going to admit a mistake and backpay a LOT of young officers or decide that they made a mistake for the 3 people who have received it and take it back.

Obviously it isn't just up to that kind of decision, but this is a pretty big deal down here...
