From my limited experience, I've seen the same thing. Designated areas warrant HDIP and Pensacola isn't one of them.

I think you're confusing HF/IDP w/ HDIP. Hostile Fire/Imminent Danger and Hazardous Duty Incentive Pay - two totally different animals. One is locale-based, the other is job-based.

Crap, you are correct. I was referring to HF/IDP.
