Sorry to hijack the thread but what is a department tour?

usually LCDR's or senior LT's going back for a 2nd sea tour

they'll head a department, which is what a squadron is comprised of

squadron -> departments -> divisions -> shops

To be precise, it's a 3rd sea tour and you wont see a senior LT as a DH, at least not in aviation.

The department head tour is a flying tour. It's normally the most important of all tour's with relation to earning a #1 or #2 competitive EP and gain command or other desired billets.

In the surface community, senior LT's are the DH's and it is normally their 3rd and 4th sea tour (we do two DH tours).

Nope, shop (technically 'workcenter') is a further breakdown of a division. For example, the avionics (600) division consists of several shops, such as 620 (general avionics), 690 (miniature component repair or minicomp), etc. OPNAVINST 4790.2G (or whatever version they're up to now) provides the full breakdown and description/responsibilities of everything, to include both line squadron and MALS (AIMD for you Navy folks) maintenance and supply, if you're intersted.
