Nope, shop (technically 'workcenter') is a further breakdown of a division. For example, the avionics (600) division consists of several shops, such as 620 (general avionics), 690 (miniature component repair or minicomp), etc. OPNAVINST 4790.2G (or whatever version they're up to now) provides the full breakdown and description/responsibilities of everything, to include both line squadron and MALS (AIMD for you Navy folks) maintenance and supply, if you're intersted.
The "G" is soooo 2001. For anybody who's really interested or that hard up for something to read, 4790.2H, Volume III, Appendix S lists every work center ever created. Generally speaking, anything beginning with a 0, like 040 (QA), 05A (AMSU), or 05H (Hazmat) are admin or production/maintenance control. 100-390 are O-level shops. 400 and up are I-level shops. 400 series is engines, 500 airframes, 600 avionics, 700 ordnance, 800 ALSS, and 900 SE. Not every squadron has every work center.
