I don't know much about the FAO position only being for URLOs (I just took the word of those who seemed to know what they were talking about), but I have read in several places--including on this forum--that the brass has made the decision to merge the Intel and Crypto communities. Here's a synopsis that I saved (can't remember from what website) from an article in All Hands Magazine.

Signaling the end of an era, USN Brass meeting this afternoon at PGON to
consider proposal to merge Intelligence, Cryptology and Information
communities into Naval Network Warfare Command as single USN entity for
C4I/ISR.
Approval is anticipated. Intent is NSG will be disestablished as a separate
command. 1600/1610/1630 officer communities will eventually migrate towards
a single 1600 URL Information Warfare officer
community under NNWC, achieving 2002 CNO stated intent circa 2002 to make
Information Operations a warfare area on par with Air, Subsurface and
Surface Warfare. IS, CTR/T/I/N and IT enlisted ratings will remain/CTA/O/! M
ratings will be disestablished during 2007-8.
While full implementation of plan will take years, decision, expected
immediately, to be followed by "provisional" implementation. NSG HQ at FT
MEADE would become a subordinate element of NNWC under title Navy
Cryptologic Office, as NNWC representative. Commander NNWC, a URL 3-star,
would become the Naval SCE.
This action follows proposal on 11th by Naval Intelligence community to
merge NSG under ONI. The 4 & 3 stars summarily dismissed that proposal and
called for CNSG recommendation, leading to the meeting reported above. ONI
will also merge into NNWC.
