How to: Army Active Duty Enlisted to Navy OCS

Soldiers who want to cross over - don't let your S-1 or Chain of Command tell you otherwise, here is how to do it.

1) Let your Chain of Command know what's going on. The more they know the less of a headache you will give them and the better the Letters of Recommendation will be.

2) Find an Officer Recruiter who is willing to do this. I was told many times I had to get out before I talked to my current recruiter who knows this process well. This guy should be Sainted for his patience.

3) Your first priority is to get your DD form 368 signed. The approval authority is the first O-6 (Brigade commander) in your chain. If anyone gives you a "no" on this, refer to COMNAVCRUITCOMINST 1131.2C Chapter 2 on this Navy side saying that they will take Active Duty from other services and Army Regulation 614-120, which normally applies to already commissioned officers but gives guidelines on how the process goes.

4) MEPS or your post flight surgeon can do your DD 2808 and DD 2807 Phyical (OCS or flight physical stamped). If your post is far away from MEPS it's most likely better to get it at your local ACH (Army Community Hospital). From what I understand so far, you shouldn't even have to go to MEPS for anything as it is a TDY School like Army OCS, but we shall see and I will update.

5) Be prepared to wait the full 30 days for that DD 368 to come back. You will also get a counseling on crossing over, have to take an APFT, and Height / Weight. The standards will be graded for both services. If on Jump Status you will still jump, Airborne.

6) As stated in your counseling "You are required to meet the physical standards of both services until the day you leave for Navy OCS".

7) After the DD 368 comes back all business with your recruiter and anyone else you have to interview with is considered military business.

This is as far as I have gotten and will amend with updates as my process goes along. I just barely missed the March board cutoff so now I'm on to the next one. Good luck all.

Update: My DD368 is getting kicked back. Word is that the signing authority thinks I owe the Army too much time. I was under the impression that enlistment time has no bearing on commissioning unless you owe for specialized training or something, which I don't. I found the regulation to justify myself crossing into the blue, I just think this guy doesn't want me to commission into another service.

Any advice anyone can give me on this?

There's a special chapter that you can apply for that says the Army has to let you go if you can get a commission with another service. I can't remember off the top of my head, but it's out there. Maybe chapter 16, not sure.

The only inter-service transfer regulation out there only applies to already commissioned officers, nothing about enlisted at all. That is a big problem as without a regulation to quote from people are afraid to do ANYTHING in the Army. I'm now going open door with it to the Colonel that rejected it and if not, I'll keep going up the chain of command all the way up to the Secretary of the Army if I have to. A pity it has to come to this as all I want to do is serve my country better than I am currently.

Worse case scenario I'll ETS then try as a civilian but I'll be too old for any Time-in-service waivers for SNA or NFO (I'll be 34 years old by then). I'll still be good for Intel or SWO. Marine Enlist to Navy OCS

I went to the OSO and filled out the application as any other civilian would. The only difference is before he could send my package to Board I had to have my first endorsement on my DD-368 (Since the Commandant of the Marine Corps is the approval authority), my past 6 Fitness Reports and a letter of recommendation done by my current commanding officer.

If they are kicking your stuff back and they are not the final approval authority request mast, they are just mad because you are attempting to better yourself. BTW: I have 2 1/2 years left on my contract and my conditional release is valid until the end of my enlistment.

Sorry to hear that. Did you consider putting in for Warrant Officer? Big Army still owns you, but you can fly at least...

dcjohnsonjr1: I tried to get the post Inspector General to review it but in a small post like this the one guy pretty much has the authority to do as he wills. If he "non-concurs" on it then that is the final word for this post as he is the first O-6 in my chain. I'll go somewhere else and try again until I get it. There is no regulation on it and "open-door" will just piss him off. I can get released from my enlistment to commission into the Army all I want, but when it comes to the Navy the general consensus I got was they thought that I'm "trying to get out of my Army commitment or shamming out" which is flat wrong as commissioning is a Department of Defense thing and current enlisted service obligations has no bearing on it. My life in the Army, eh.

SynixMan: I want to be Navy, I'm done with the Army. I only went Army as they were the only service in 1999 that took prospects with GEDs (my dirty little secret) but I think graduating from college covered that mistake. I grew up a Navy brat and I wish I'd have stayed in mother blue.

Hold up, don't let this thread die yet! I am once again on-track to apply FY 11! I am PCS'ing to Germany (without my wife and kids) and VERY shortly after arrival going on deployment. During which time I am going to try the conditional release while downrange. It's not a way out - I want to do the whole deployment, these bastards killed 3000 people on Sept 11th - but afterwards instead of going on leave hopefully I can go to sunny, warm, Rhode Island (it's warm, right?). The saga continues. Nobody said I didn't want this bad enough.

This attempt is as follows - I am including a print out of AR 614-120 (with highlighted information), COMNAVCRUITCOMINST 1131.2C, and a memorandum stating that I will do my job on the deployment and will not use it as an attempt to get out of my duty.

Hey SpaceApe, I'm currently a SSG in the Army Reserve. I know it's not the same as Active duty, I won't even pretend that it is. However, what I've done is assembled a package that I feel best explains why I would best be able to serve my country as a commissioned officer in the Navy. My company commander signed off on me going Navy, as did my 1SG. If you can get their approval, I would next move up to your battalion, working through the chain as best you can. If you can get the CSM's to agree that it's best for you, You should have it made. The Sergeant Major is really the eyes and ears of the Colonel. That's just a suggestion from my end. So far, I'm just playing the waiting game, trying to get things approved. The process moves MUCH slower when people only work part time, you know?

Also. . .Just noticed you were at Fort Polk. Words cannot express how I feel about that place. I really had no idea that mosquitoes were the state bird of LA until I had the chance to attend JRTC during the Summer.

What's worse, I'm a Geronimo (OPFOR) here. I had my Battalion Commanders endorsement but once it reached the first O-6 in my chain the CSM advised him that I owed the Army 4 more years. It doesn't matter with commissioning, your enlisted time is null once you pin on O-1(E). I had the regulations and everything covered they just wouldn't give joe the time of day because they don't have to. When I'm back in Afghanistan it'll be easier to get on with my life, assuming I make it back this time. Same war, 9 out of 10 years of my military career and we're still where we were in 2002.

I'm PCSing in July, I'll update as it becomes available. Good luck EAS! Hopefully I'll see you around the fleet someday.

This might help someone in my position one day, so here it is:

Army Regulation 635-200 page 106 states "16–2. Discharge for acceptance into a program leading to a commission or warrant officer appointment; (3) Other officer accession programs of the USN and USAF that require enlistment in those branches of the Armed Forces." as long as you're not flagged for weight or PT.

This is governed by DoD Instruction 1332.14 Enclosure 3 "Personnel Seperations", Section 2 "SELECTED CHANGES IN SERVICE OBLIGATIONS", Sub-section 3 "(3) Acceptance of an active duty commission or appointment, or acceptance into a program leading to such commission or appointment in any branch of the Military Services."

Any other questions I will find the answer to.

Can't you keep pushing this up your CoC? It's obvious that the CSM is misinformed.

Roger, after that got denied he and the O-6 chewed out my Battalion CoC for bringing it up to him and Battalion wouldn't support me on it anymore. I was told to PCS somewhere else by my 1SG. IG wouldn't support it either.

I'll work with my new CoC when I fly to Germany tomorrow. This time I have the regulations for the Army and DoD policy letters.

Still got a great NCOER "FitRep" from my last unit with the phrase "Has the ability to excel in any NCO position or Commissioned service" and a 1/1 Senior Rater Eval. I've done everything I'm supposed to and beyond, I just made the mistake of trying something new. No grudges, just obstacles that I need to get more tactical on.

More to follow, a least this lets me know that my faith has been tested and yet I still stand determined.
