Officers aren’t subject to HYT, we’re controlled by DOPMA. If an O-3 is a 2xFOS for O-4 he’s separated, or retired (if eligible), the first day of the seventh month after the lost comes out. Yes. If you can get to 18 good years, they’ll give you three years to get your last two.
If you can only get to 17 and 11months, your out of luck (it does actually seem fair to me).

They both get two looks each. Reserve can request an exception to policy for a third look.
Depending on the rank, I've known plenty of folks to get O-5 past their 2nd, 3rd, 4th...and so on, looks.
Are those 4th looks combined AD and reserve or strictly reserve?
Also it might be different with O-5 boards vice O-4 but my info for the 2-3 looks applied for the O-4 board.
