I had accepted a PhD offer when I was picked up as an SNA. Had an IP and sim instructor who both completed their PhDs before entering the Navy. Plenty of people with masters degrees. So yes, there are some.
Every year you get older there are more opportunities for medical/life/family issues to arise. So if you wait 4-6 years to complete a doctorate then pursue the military, the boat might have sailed.
You can get a PhD in your 40s, 50s, 60s etc...
