They shot down AD applications left and right for not having proof of conferred degree just a little while ago, and if you submit and have it rejected for not having the proper documentation you technically have to resubmit the entire thing. The other thing that could and has happened many times with AD is it gets submitted, and issue is found so it doesn't go to board, but the AD member doesn't find out until quite a while later the application never went to board.

This happened to me on the December 3rd, 2012 board. I am AD and was finishing up my last 3 classes (9 credits shy of graduating) when I submitted my OCS application in November of 2012. The processors at BUPERS processed my application and told me I could submit, so I did. However, when results came out, I was a non-select. I was a little shocked seeing how the selection rate for recent baords had been pretty high. So I then submitted a "reconsideration package" for the March board (just a few changes to tweek the package and make it better). When I called BUPERS this time, they said you have to have your degree conferred by the university (degree complete), and that once the board saw that my degree was not complete they rejected it, or simply made me a non-select, if it really even got that far. So now, i've graduated and put together an entirely new package with stronger LOR's, ASTB scores, and CO recommendation. Fingers are crossed for the 15 July Board. Long story short, AD applicants must have degree completed and conferred by the university when applying for OCS.

Yeah it sucks but everything everyone said about active duty having to have degree in hand is true. I called the OCS fleet processor and spoke with Ted Williams. He confirmed that he would kick my application back if I did not have a degree in hand. I was due to graduate on 27 July. But he also did say that they would allow someone to submit if they are within 30 days of graduation but they would need a letter from their school stating when they will graduate along with their GPA. Luckly my school allowed me to take some DSST exams and was able to graduate earlier than anticipated so I didn't need that letter.
