Mobilizations, when did you tell your employer?

As far as I am aware, we do not have a shortage of current, qualified officers to mobilize into existing billets. We may, in some communities, be undermanned from an OPA perspective, but I have not heard anything about not having enough bodies to fill current mobilization billets.

Is that like PERS promotion math?

Both commands I mobilized to had pretty sizeable reserve contigents and neither one were nowhere near the figures for those two years. Coupled with the vast majority of guys in my reserve unit mobilized were involuntary the last few years I am a little wary of that 'Vol Rate', though I concede that those three data points were a pretty small view on the entire force.

I cannot speak for anything other than NAVIFOR mobilizations. When I was at NAVIFOR back in December and was speaking with the mob shop person who puts bodies into billets, he showed me the volunteer list. It was significant and some mobilizations had a waiting list if you can imagine that.

I encourage people do download the CNRFC brief. It's very informative.

Yea, I'm also skeptical of the volunteer rate. It was volunteer or be voluntold for my current MOB based on my position on the ready list, and it's far better to have some choice in your fate.

There may be a queue for Operation Per Diem in Bahrain, but I doubt people are competing to go train ANSF in Afghanistan.

Which could pretty much also be read as "O4." Everyone I know who was a 1315 but not CNAFR got MOB'd.

I fail to see the point you're trying to make here. The only reasonable way I see to qualify DCO Reservists more quickly is to have them go on definite recall orders for 2-3 years, which itself is more likely to have a disparate impact on someone's civilian career and drive them away from serving.

Some reserve designators' qual program lengths are sensible. You can qualify as an O-1 and then go do whatever you want or whatever the needs of the Navy are. I'd say that's a reasonable timeframe. Supply, Intel are two such examples.
Others take longer, like Engineering duty on the order of ~5 years (pre-COVID). That's a good candidate for looking at consolidation of certain elements or cutting out useless fat.

I don't see the logic in having someone spend a full quarter of the way to retirement just to qualify, especially when you consider the designator's program authorization specifies 3 years SELRES commitment. It's a bit weird someone can do 4 years and be able to leave SELRES still without being qual'd.

I don’t know anyone who qualified as an O-1. If they did then something is up.

it takes almost 2 years to get on active duty.

Also why I'm dropping to VTU - I've done my bit for king and country in both AC and RC, and being on the hook for more downrange time just isn't it for me.
Do you take a dim view of the memo discussed earlier on this thread? Is there a mob coming your way that you’re looking to avoid? No judgment whatsoever, just curious how NOSC folks are seeing things unfolding.

Pre-CNAFR fence, my unit had a gentleman’s agreement that once a mob came down you had 24 hours to duck into the VTU. Once the mob was officially announced, there were ramifications for “quitting”.

Except in cases of affiliation signing bonus, SELRES commitments are virtually meaningless. There's no discharge characterisation for someone leaving the Reserve, and in practice the only action for someone not showing up is to place them in the IRR or ADSEP.

People are ADSEP'd. My NOSC does it monthly once people hit their allotment of UA's. I have 17 people on my RUAD who have never shown up and they are all awaiting ADSEP. And, I wrote EVALS for everyone one of them so I could manage RSCA ? They will also get another one upon their final date for the same reason.
