...and in the battle against people who buy a house near an airport then complain that the planes are too loud.
 
They're looking to get logistics companies to fly in to south field. Look up Whiting Aviation Park. Also note the fancy new signing/lighting at south field.
 
That is indeed what the sign is. It's a long term project as evidenced by the road that ends just past the sign, but that's what it is.
 
There are similar goings-on in neighboring Okaloosa County at the Crestview airport- the airpark/industrial park there has grown up a lot in just the past 5-10 years. It used to be mostly government/military work but there is an airplane recycling business there and the county government is hoping to attract more business and "good" jobs. There are also infrastructure improvements coming along (better road access, land purchases, etc... standard stuff).

As KBay, BigIron, and phrog said, it's a good move.
