Referencing the movie -- Maverick wears cowboy boots in almost every scene where he isn't in a flight suit. (usually riding the bike)I think you’re mistaken. In all the F-18 flight scenes he is wearing proper navy boots. Same for the older movie. In the newer one, he is flying in an F-18 and I imagine the navy had him dressed appropriately.
As for the old days…maybe…my dad wore ankle height “navy boon dockers” when he flew the F-8. EDIT - I am mistaken. I looked at some old pictures and he is wearing the boon dockers in the FJ Fury, but when he shifts to Crusaders he is in combat boots. Maybe an equipment or safety change?

2011ish when I was going through the VTs in Corpus one of the Reservists (and native Texan) would wear cowboy boots in his flight suit, and presumably to fly.
