I want to say it's a third-party media company that runs all the Navy Recruiting media including the navy.com website.

Copy with the CEC piece, however the CWO / EDO piece seems to be more "centric" to diving.
Honestly, even for EDOs diving is a collateral duty. Most of our diving billets are at RMCs, shipyards, Fleet HQs, and Sub Tenders. It's largely a collateral duty on top of their normal duties managing maintenance, engineering, and cost/schedules/performance. The only jobs that are primarily diving focused are at the Naval Experimental Diving Unit (NEDU) and at the Mobile Diving and Salvage Units (MDSUs) but those are not command billets but Chief Engineer jobs or XO in the case of NEDU. The CEC divers might even be more focused than we are since they are specific to amphibious and underwater construction battalions and set them up for a special career path.

It could be because he knew there wasn't a path or just figured the odds of someone who is 30 being accepted as a SEAL or EOD officer were low.
I think this is a critical aspect of the thread. Being a SEAL, SWCC, Diver, EOD, or SAR Swimmer is a young man's game and @rcaracci91 is going to be fighting an uphill battle here. It's not impossible but the odds are against him.

Go EOD Officer like JoeBob said you have to be a PFT stud. EOD officers get the real deal diving, jumping, shooting, etc… you’ll have to have a way above average PFT to get picked up though. Also there is 5AM workouts with the SPECWAR community that you’ll have to do to be endorsed by the SPECWAR liaison in your community to apply.
I am going to say that @rcaracci91 should level set his expectations here. There are very few EOD officer billets available each fiscal year and most go to the Academy grads, then a handful for NROTC, and only two or three for OCS which are often filled by prior-enlisted EOD candidates. If he wants to be a diver or EOD Sailor then his best option is going to be to enlist. Also, not only does he need to be good at the PFT but he needs to complete and do extremely well on the Physical Screening Test (PST) that is required for ALL SEALs, SWCC, EOD, Divers, and SAR Swimmers.
