The key here is the "opportunity". Unlike the Navy, this opportunity usually cost either the civilian pilot or his employer money. Therefore most do not avail themselves to the opportunity. Especially since the FAA does not require it.Also, civilians have the opportunity to do chamber flights, but it seems that many do not know of the opportunities available.
