ea6bflyr - that LT just retired so it might be harder to get in touch with him. If I was going to venture a guess I'd say it came from NSTC in P'Cola.
The aviation LT before him used to tell everyone that you needed at least a 3.0 to get picked up for SNA or SNFO. Which was clearly not the case, maybe it was to encourage us to do better, who knows.
