I keep hearing rumors about a new Reserve Officers NIOBC.

The rumors are that in the FY26 NIOBC will no longer be split phase (3+2) weeks, and that it is switching to a longer 13 week course but officers will graduate fully qualified.

Have these rumors been confirmed and have class dates been announced?

I am in a weird spot in my training pipeline where it could go either way if the change does happen.

From the sound of things, if you're not fully qualified by the end of this FY then you're going to IWOBC. I have no idea how they will handle people who have completed RNIOBC Phase I but have not completed Phase II, though.

I heard a change, but not 13 weeks. Possibly 7

As of now the word from training is that it will be a 7 week course.
5 weeks of niobc and two weeks of Intel basic.
You leave fully qualified and much easier to mob.
IW pin is moving to a written test, no more boards but it's unclear how that works just yet.
