Pretty sure it goes like this.
Your OR works at the NRD. He/she submits your kit to their processor at the NRD. Then the processor sends it to NRC where it waits for the board to be seen, as long as there are no issues with it.

Your OR turns in the kit either in person to the Processor or electronically (scan/email), depending on how far they are from the NRD. From there the Processor QC's the kit, uploads it onto CIRIMS, and then submits it to NRC.

Are you saying this just because of what Rufio said, or did you confirm this elsewhere? Rufio just said he had no idea if the CNRC closing affected the board.

Please, please correct me if I'm wrong, but the board is a teleconference. Millington is not necessarily directly involved in the board.

The issue at hand is this--we are looking for confirmation on whether the board happened or not, but nothing here so far gives us that.
