It shouldn't matter what one person wants on a waiver. Unless that person is the bottom line (Which I doubt since it would need to go to someone in Medical.) Once you are savvy on the instruction then apply for the waiver. Don't let the threat of not getting it approved stop you. It is your future. If someone hands it back to you and say that they are not going to approve it then hand it back and ask them to send it up anyway.

Anytime. I had an old CO who told me "Trust but verify". So trust what others say, but verify the information. Good luck!!
