The Chinese and the Russians have their own reasons for not wanting to goad NK into doing some more zany shit. China because they know Kim would lose, and they'd be dealing with a collapsed chaotic state on their border, probably with starving refugee hordes in the bargain. Or worse, a reunified capitalist state under Seoul on their border. Russia because they hate to lose a client (vid., Iraq).
