The article Tex Hill provided would seem to suggest otherwise. While the TU-4 and TU-95 are not the same aircraft, the Bear was derived from the TU-4 (B-29).

Counter-rotating turbo-props, more modern design, etc vs identical copy. That was what I was getting at. Sorry to confuse.
