I have a question: if 6/6/6, 3.1, and above 50 OAR are ideal to be competitive in rotc, then would more be needed to be just as competitive as a civilian not in rotc?

Ok, I'm only gonna say this one more time, so pay attention:

The OAR SCORE IS NOT USED IN THE NROTC or ACADEMY SELECTION PROCESS.

But to answer your question, depends on the needs of the Navy. Recall that OCS fills the gap of accessions short falls from NROTC & Academy. So AVIATION OCS billets are fewer meaning that they are naturally more competitive.
