Officer Promotion Overhaul

To be clear, PERS 43 or the Aviation community aren't asking for a promotion system overhaul. We have to first define exactly what that means. Overhaul what aspects of it?

So, up or out is kinda sorta going away? How about under-perform-and-you-get-the-boot? FWIW, the Air Force is coming up with their own pilot- shortage career overhaul.

I wouldn't say that. For now, services have a little more wiggle room for 3rd looks on promotion boards in certain circumstances and more opportunity on continuation boards.
