Imagine the uproar if God forbid the plane crashed and everyone died and then it came out that he wasnt supposed to land. Everyone would be bitching that he should have just diverted

Was he legal to take off with dest weather where it was? What are Civ rules on that (VFR divert etc), even with CAT X capability? Does dispatch track individual captains certs and currency?

Wx requirements depends.. I am not sure about Flag Ops or other company's Op Specs; we are a Supplemental Carrier so I only know ours. But I am sure he was legal.. For us, we require alternates where as Flags Ops do not necessarily require alternates (can carry less gas=$$$). Our company is trying to go Flag Ops but our 727s are the problem for now.

For us, mins at DEST must be above the lowest legal approach mins based on the ETA FORECAST .. Lowest Alternate mins are always 400-1 if precision approachs avail or 600-2 if only non-precisions.

Dispatch does not track... They build flight plans and track flights but have nothing to do with the flight crew.. Crew Resource Scheduling and the aircrew themselves make sure they are legal for said flight. CRS will pull and replace pilots based on quals/currency/wx etc. Generally, you are qual'd for everything and the A/C is the limiting factor.. Only circumstances that normally arise are High Mins Capt, Both pilots having less that 75 hours in type, 8 in 24 (can not block more than 8 hours in a 24 hour period) and consolidation requirements (must get 100 hours in type within 120 days). Those most common factors; others, are sick calls, vacation, days off, 1 in 7 (Can't work 7 days in a row without 24 hours off every 6).
