Between services, the time from one rank to the next varies by a year or 2 max. But the overall time from O-1 to O-5 averages out to the same for all services.

How fast depends on the needs of the service at any given time.

I'm sure it's true, but not sure if it has affected anyone yet, but the Marine Corps is supposed to be promoting O-2's to O-3 in less than 2 years time in grade right now. The Marine Corps Times had an article a little ways back that showed how like 15 guys getting promoted to O-6 has caused a need all the way down that the typical O-2 right now....myself.....would be in zone to pick up O-3 after only being O-2 for a year. I'd say that's pretty dang fast.

If they are promoting you, they CLEARLY haven't met you, sir.
Did you ever finish reading the PME you got?

This was an act/bill that was approved post-9/11 (beginning 2002-ish) that allowed all the armed (and uniformed I think) services to do this. The army was the first to jump onboard and now the Marines have found the need for their various reasons. Because the act/law exists does not mean the actual service will execute it every/each year. With GWOT, your mileage may vary.
