Your recruiters comments also can go a long way, more so if he/she has worked with you for a while.

I was unaware that my recruiter would have comments that the board sees. Is this a form that my recruiter would've filled out before submitting my package?

Yes, there are comments for the OR, the processor, and the OPS. In many cases the OPS goes off what the OR has said and the processor part is for more admin comments.
