It's the CG's inter-war (20's-30's) paint scheme.

I saw one a few months ago at a field in Virginia. Later I asked a neighbor who works at CGHQ and his guess is that it is a USAF transfer that has yet to be painted. A dozen or so came from USAF stock and went to the CG.

Is the USCG a good backup plan to become a pilot in? I wouldn't mind flying for them, but it seems that you either are direct commissioned or a coast guard academy grad. Any info?

Yes. The station closed long before my time. I taught for a year at the state university there and visited the old station buildings several times.
