It's on old paint scheme on a new aircraft. It's part of the 100th year of Coast Guard aviation recognition.
I saw one a few months ago at a field in Virginia. Later I asked a neighbor who works at CGHQ and his guess is that it is a USAF transfer that has yet to be painted. A dozen or so came from USAF stock and went to the CG.Dusting this thread off...
A haze-gray C-27 with “COAST GUARD” and Liz City markings taxied by my office at Pax River today towards the VX-1 hangar today. Is that some sort of project bird/test bed?

Yes. The station closed long before my time. I taught for a year at the state university there and visited the old station buildings several times.Albatross?
