He's not on scholarship, but he still signed a contract and has a commitment to the AF.

I think this part may be up to his chain of command. If they choose to give him a release (they may not be too happy about this), then he'd be free of any commitments or obligations and could continue on to apply for Navy or Marine OCS. I could be wrong, but anythings possible... probably depends on his Chain's attitude with regard to the situation.

You can cross-commission, but it's hard. I'm not sure of the details, but I asked a little about it back in ROTC (I had to switch from AFROTC to NROTC due to medical stuff - can fly for the Navy but can't do a desk job for the AF, go figure - am very glad I switched to Navy now, but was looking into going back to the AF back in the day). You basically have to find someone set to go Navy/MC who wants to commission into the AF at the same time you commission. That way, the numbers stay the same.

Again, I don't know the details. It might be too late for this, but it can't hurt to look into.
