Yup, that nonsense is mostly true. Check the official Marine Corps emblem - it says "Department of the Navy, United States Marine Corps" and if you've got that big a problem with the Navy, you might want to look elsewhere. While there is mild interservice ribbing between us and them, you end up working VERY closely with the Navy in your times in the Corps.

To answer all your other questions, go to Air Warriors. That's where all the Marine pilots hang out - to include a number of prior enlisted ones. Hell, there's even a sticky in the Marines (shockingingly hard to find with the cluster of a site) sub forum about MECEP.

What is ultimately perplexing to me is he on an Air Force Forum asking about his Marine Corps issue(s) and he can't figure out how to find things on AW? GMAFB...we have grasshoppers posting in same timeframe on virtually same issue thanking forum for having the answers they needed without having to ask. So he returns to Baseops to continue asking questions. He also seems clueless to fact that there is significant cross pollinization between both forums. Talk about biting the hand that (potentially) feeds you!!!!
