Maybe they're giving him a CCA (PAR, but to a ship). He's in a landing config flying up the back of the boat....that's the only explanation I have. If theyre testing the equipment and controllers on the boat, it makes sense because it's obviously VMC.
Can someone explain what is going on here? Something to do with TACAN obviously..but what and why?

I used to smoke when I flew F-4s, but I fortunately quit.
Hopefully it will never come to pass, but if anyone ever looses the proverbial cloud of missiles that Aegis was designed to defend against, it'd be impressive to see a VLS CG or DDG let go with everything she's got.081216-N-0000X-001 PACIFIC OCEAN (Dec. 16, 2008) The missile launch system aboard the guided-missile destroyer USS Sterett (DDG 104) is tested during a combat systems ship qualification trial (CSSQT) at sea. Tally-ho, Rock River BlackBart. Fights' on!Yeah, I guess we all did at one point or another. Seems to me I was always lookin' at the smoke comin' outta your J-79s, even when I didn't know you were there!! However, my Switchbox friend, even you know that F-4s don't smoke like that when they're in burner.
Tally-ho, Rock River BlackBart. Fights' on!
