You cannot predict the 'timing' of these things. OCS is often used as a shock absorber of sorts. If the Navy needs more Officers than ROTC & the Academy will provide, then they open up the floodgates. If ROTC & the Academy are providing ample bodies for the year, OCS becomes very competitive. These decisions are not made at a certain time each year so you can't game it. Oh and as soon as you figure it out, something will change. Maybe an FRS has some sort of hiccup that slows down training for a while. This will have an effect all the way back to how many go to OCS. Again, way too many factors go into the numbers each year to try and game it. Like was said earlier, just submit your package when it is the best it can be and have faith. The system does work, it just might take more than 1 try...
