I was told the other day by another 1stLt that they typically have the Captain board about a year prior to getting selected? Is this true? If so, I'm going to get promoted at the normal time, that's no fun.

Sort of. The results will come out, but they have to clear the previous FY list out first. It could be longer than a year and a half. If I remember, the selection message came out in the April '01, and I was promoted in June of '02. I have buddies that were promoted in September '02, so you can see it will be a long time... Needs of the service (a.k.a. money) dictate.

Contrary to what the LPA may be spreading (or at least what I was told as a Lt), TBS standing has a significant impact on when you get promoted to Captain (and subsequent ranks). The staff at TBS was right. I made Captain 6 months or more before some of my TBS buds with the same commissioning date. That adds up to a lot of $$$.

Ding, ding, ding! The winner is... I was #24 in my company, which translated to a higher lineal number, hence the reason that I was promoted in June, whereas some of my buds had to wait to September/October. TBS sucks, yes - but take it seriously and you will make Captain sooner.

For TBS students that say "who gives a shit" about making Captain sooner, if you promote to Captain sooner, than your lineal number when it comes time for Major is higher than your peers. The effects last for a while...

1. Get your photo done.

1. Review your OMPF (Operational Military Personnel file.) and your MBS (Master Brief Sheet.) This is the only impression the board has of you, so ensure there are no discrepancies.

a. First call MMSB-20 (Manpower Office in Quantico) (703)-784-3907, 3906, 3949 and tell them you need an over the phone OMPF audit. They will tell you what is missing from your file and the procedures to properly submit the missing documentation. To get a copy of your OMPF, go to https://www.manpower.usmc.mil/portal/page?_pageid=278,1963381&_dad=portal&_schema=PORTAL and click “records request” on the bottom left. Fill out the form (found on page 4) and fax or email the request using your NMCI email account.

b. Examples of Documents in OMPF:
-Proof of college degree (diploma)
-All PME documentation (certificate of completed EWS courses)
-obtain PME certificates through NMCI online
-current MCMAP certificate of training
-Unit Awards and Individual Award citations and MARADMINS
-Service photo (taken in “Service C” green britches/khaki shirt)
-must be taken within 12 months

-All fitreps - date gaps cannot be more than 30 days
-to check the status of your fitrep date gaps, go to https://138.156.174.27/pesquery/app.aspx and enter your last name and social security number.
-for fitreps to become part of the OMPF, they must be submitted through MMSB-30 (manpower, fitrep people.)

2. Write your full name, grade, and social security number on the upper right hand corner of everything you submit to the board. All documents must be submitted at least 2 weeks prior to the date the board convenes. There are two ways to submit missing document for your promotion:

a. The easiest way is to have your OMPF squared away 3 months prior to the promotion board. You can do that by calling them and start faxing missing items using the example of the cover letter attached. OMPF fax# (703)-784-5682

b. The other way is the last minute approach. Documents can be submitted directly to the promotion board. Write a cover letter to the president of the promotion board explaining your intent to submit required material in time for consideration and mail to:

17 Lejeune Road
Quantico, VA 22134-5104

3. (Optional) Schedule an appt with a career counselor at MMOA-4 (another manpower division.) (703)-784-9281. Do this after you are positive your OMPF is squared away. It will be an over the phone counseling session with a career monitor to learn what billets to take next, and if you are performing well to be competitive for your promotion board. The secretary that will answer the phone is Mrs. Holmes. You need to keep her updated each time you submit new documentation to your OMPF so your career counselor is up to speed. This needs to be done because there is a black hole disconnect between the OMPF folks and the career counseling folks. Don’t ask why.

4. Sample cover letter: Use this when submitting documentation to the board.

Authorized to select numbers

Anyone know the "authorized to select" number for the board, the number of Captains the board can name? In other words, knowing my lineal number, how likely am I to be promoted?

Also, it seems a bunch of BS that the number of Captains is approved by secnav, but the navy guys automatically get promoted to o-3 at 4 years (2 after o-2) but the date is much more in flux for us, and will probably be later then our navy peers. I may be mistaken, but I know of Captains who got promoted in Sept-Oct, when their Navy peers made LT in May (boat schoolers all)

On the Navy side, it used to be all May/June ROTC grads were given dates of rank after the boat schoolers. I was commissioned via AOCS one week before the boat schoolers were commissioned. That put me ahead of all the boat school/ROTC guys in my year group. While it didn't mean much for O-2 & O-3, I pinned on O-4 almost a year earlier than some of the ROTC guys. $$$$$$$$$$

That put me ahead of all the boat school/ROTC guys in my year group. While it didn't mean much for O-2 & O-3, I pinned on O-4 almost a year earlier than some of the ROTC guys. $$$$$$$$$$

As of '98, it was not like that. All May ROTC guys got the same DOR as the academy guys (although I would guess their lineal numbers were lower, if they had them). If you managed to commission in April, you got ahead of them. If you commissioned in June, you got a June date. Obviously after O-1, the dates were all the same, ie the 1st of the following month for the date of promotion and DOR.
