Actually, more like Seattle. Anytime you landfill an area like that the ground is less stable and if you have a really strong earthquake it can turn into mush essentially and sink.

Everything west of I-5 between Denny and Harbor Island is reclaimed land. Also, there's about 1000 feet of fine grained glacial till covering the bedrock in most spots of Puget Sound. The chances of you being on bedrock are pretty slim.

The communist party has the will to do what it takes to stay in power but is in no way a sure bet like you describe. Demographics are not necessarily on their side, nor the need to maintain hefty growth to keep the middle class happy. The government there has been doing its best to thread the needle between capitalism and communism. Problem is - no matter how hard they try to maintain growth - a recession will occur, just as we will have a recession at some point. It is the nature of the economy. What happens when you have an autocratic government with a bunch of middle class starving in the streets - a big group hug or blood in the street?China will win the long game, because they can. Concur. Which is why they are addressing 2 resource needs with 1 strategy: Acquire huge areas of ocean that happen to be rich in both hydrocarbons and seafood.
