Nothing is guaranteed these days. We have A LOT of SWOs right now. The community can afford not to have to take everyone who has a pulse and didn't qualify for the other designators. And that's just at the ROTC level. For folks applying for BDCP and ultimately OCS, the competition can be even greater.

Looking at it from a Midshipman perspective, I dont worry about not getting picked up for SWO.

FY04 yeargroup had many Middies not get commissioned because there wasn't a place for them in the Fleet, or some got commissioned but got a junk designator to see if they were worth making a SWO. It happens. Believe it.
