I don't know where you're at in college, but I will state the obvious: the better the GPA, the better the application, which also goes for for any other program where your education is a consideration (grad school, jobs, etc.).
At the risk of further acquiring the Captain Obvious badge, if you have ROTC friends, don't look at their 2.7 in Italian Renaissance art history and how they're slotted to go in as SWOs once they graduate, as it's a completely different animal. ROTC is the mega meat processing plant that provides the overwhelming majority of officers to the Navy and other branches.
Your activities are through the roof. Are you doing those actively at this time? Just the fraternity alone is a solid part-time job (having been in a fraternity myself).
I already graduated, last August, so unfortunately I'm stuck with this 3.19. When I first decided I wanted to apply for OCS I was at a 2.4.
