LORs are intended for people who know you and observed your work. Appraisals/interviews are an opportunity for a total stranger to assess your potential and abilities to the community.

My knowledge of that comes completely from Mustang Mentorship Group on FB but yes, you need an education waiver.

I ended up hearing last week from Mr. Celestin that my package was approved and forwarded to the board.
