What is an STA-21 package?
Not sure if that's sarcasm because of the low selection number for non-nukes, or if you genuinely don't know.... It is a program for enlisted sailors to commission without going to OCS. Essentially you get paid your normal allowances, BAH, BAS etc while being a full-time student on the navy's dime. Once you graduate, you commission and then go on to your perspective designators schooling. Highly competitive and usually about 60 of the 80 selectees are Nuke. There are Pilot and NFO slots but usually about 6-8 total selections per year. Recent numbers show about 4-5 actual selects and 2-3 alternates each year. If you have a lot of college completed but not quite at a bachelor's, it's a good program.

Sounds like BDCP but without needing OCS and only for enlisted.

It looks like you have done your research on how this program does selections, most don't so at least you are aware and can have a back up plan as well.
