ISEL is rolling. The board being cancelled shouldn't affect that type of application
"rolling" is kind of misleading, it can mean they are processing as they come in, it can mean they sit on them and review every few weeks or so, or it can me they will do it right before a regular board. It is all based on what is available and schedules, so it is best just to be flexible and have patience as best a person can.
 
Can anyone tell me if it’s okay to get a tattoo before OCS? I can’t remember what I filled out at the beginning of this process, but will I have to submit a form/waiver if I get one between now and then? (Assuming I get selected)
 
If someone can apply/get accepted with the form stating tattoos, I don’t see how it is a far stretch to get one after the fact. That’s why I’m asking if anyone has done so

You're missing the point. You are signing/have signed a legal document telling Navy Recruiting Command you will NOT get any tattoos between now and when you complete OCS.

If I found the right form, it doesn’t say anything about getting tattoos before OCS. It only has to do with the applicant at the time of filling it out, which for me was a year and a half ago.

OCS/flight school is a long process and very hard to schedule around, which is why I’m asking

I further understand that I am not to obtain or have any additional tattoos, body art, body mutilation, body or body markings applied to my body while in school or awaiting commissioning. Failure to comply with this warning could result in my release from all commissioning programs."

Awaiting commissioning = "Before OCS"

I just got a call from my recruiter that the OCM told him that they will not accept my package because I am actively in a part time MS program. I wrote them a letter saying I will drop out if selected, but that is not enough for them.
I don't want to drop only to not get selected.
I can take a LOA for the next semester but today is the last day and it is 4 PM


Edit: My Recruiter told me he will submit with the LOA plan, but we will find out tomorrow I guess if this works out

Can the OCM do that? Anyone have seen this before?

You filled out a NAVCRUIT 1130/104 which was supposed to disclose all of your tattoos. It no longer does that.

“(4) The OPO or person designated "by direction" will ensure that all applicants are
advised not to obtain any additional tattoos, body art or brands while awaiting accession and that failure to comply could result in removal from all commissioning programs.” - navy recruiting manual
