What is old is new again..... they tried this briefly many years ago and it didn't work out well in the long run, it will be interesting to see how long this sticks around. This could have some good candidates getting the short end of the stick.It was signed 3 days ago. Pretty interesting.

The main thing that I took away from this is the 3.0 gpa requirement is a negative thing in my eyes because that can cut off a lot of strong candidates that might have high scores but have a gpa below that especially in STEM majors where the course load is normally much harder compared to a b.a degree and similar areas of studies where their gpa tend to be higher on averageSo to those who are being reviewed by the board, they will be negatively impacted by this?
I could be wrong but I'm interpreting his reply as: some candidates that would be a good fit with test scores lower than the required score for immediate selection will automatically be PRO Rec No. Such as some candidates that score 6/6/6 and apply for SNA with alot of flight time and a multitude of certifications rather than someone that scored 7/7/7 with a high GPA and little to no flight hours.So to those who are being reviewed by the board, they will be negatively impacted by this?

A more likely scenario is that you have those that are immediately selected, then of the remaining spots you have those that have high GPA's and scores but also had a waiver competing against each other, which results in very qualified people being passed over due to limited spots left.
