I assume they could halt future OCS SNA/SNFO and focus on giving those slots over to Academy/NROTC who want them?

nope, USNA has a set number of people they bring in to the USNA each year and end up graduating the same number each year, it is fairly predictable, NROTC is pretty much the same but have a little more flexibility by 2 year scholarships, but those are not a lot.

Most officers unless involved in recruiting don't understand how accessions work, the info I have heard from all levels of officers that haven't touched the accessions program can be quite entertaining.

Here is data for those commissioned FY 21 and I rounded numbers to make it easy so all are "about"

total commissioned USNA 820 NROTC 800 OCS 1470
SNA USNA 240 NROTC 240 OCS 410
SNFO USNA 50 NROTC 70 OCS 170

It turns out OCS has had more of the fair share then they should.

Yea it’s really unfortunate?I feel bad for anyone that was planning for a Jan board and for anyone who may not make it on this November board. It definitely puts a damper on the plans we have all been working and the goals we have all set for ourselves?
