That’s all I had to do to submit and go to my second board. I got 3 new LORs in less than a week. The board I was on that lead up to my second submission gave me like 4 days to make changes haha
Almost safe to say then that results will be out the 21st but who knows

NRC PM's have rejected application resubmitted in less that 6 months that have only had changes other than GPA or ASTB, and for the most part for aviation the ASTB is the most important part.

The best example is I had an applicant who was a D1 athlete, played a few sports, one he was a captain, had a 3.7 ish GPA, went to get LOR's even though I said don't bother that were from people he volunteered or worked with including congressmen, college professors, college coaches, etc.... but he had a 5 for PFAR and he rec'd a no, he studied next time he rec'd 6, put in same application and rec'd a no, studied and then had an 8 on PFAR, by that time the LOR's were over 6 months old so they were removed, had to re-sign everything, basically same application just no LOR's and dates new, and he was picked up.

I was able to submit before the next board because I found out I wasn’t getting picked up Feb 3rd for the Jan board so I went and got my private pilot’s license by mid March and was able to submit before the next deadline so I guess that counts as enough of a change. I don’t know if that helps though.

Generally no, but it really depends on if the PM sees a reason to let it slide by, I have had candidates with really good scores or GPA/degree for non aviation that were a "No" that surprised the PM, he let them slide by to the next board with no real change in application, but he thought they should have been picked up earlier.

Maybe the PM thought you had scores that should have warranted a selection prior? or maybe he was just so busy at that time he didn't look really hard.
