So much for the basic premise of out airspace system, first come, first served.
I'm at a loss, after reading the preliminary report, as to why ATC directed the CRJ to RW33 rather than RW01.
This would have all but guaranteed separation from PAT.
There even was the expedited departure from RW01, which cleared that RW for accepting landing traffic.
For those who operate from DCA, is this a normal move?
Just curious.
