The future of IAs are PCS orders between ship/shore rotation or vice versa. I believe they are called GSAs, although I am not sure what that stands for. . .
I did an IA down to GTMO when I was an Ensign and learned a lot. Each group that goes down gets a more focused training session as well as gouge from the previous group.
As for this LT, she sounds poorly suited for the military. The particular billet you were sent on is often switched when you get there. The guy from my command who was supposedly filling my billet (2 rotations after me) was a poor choice to work my old job. So they switched him. The CO was smart, he interviewed his people. Which would have happened to her if she had faith in the Navy.
